Meriden Man Arrested As A Fugitive From Justice During Traffic Stop In Wallingford: Police
Police say the man, who is known as "El Cachi," was wanted by Homeland Security Investigations on federal drug charges.

WALLINGFORD, CT — A motor vehicle stop in Wallingford led to the arrest of a fugitive from justice who was wanted on federal drug charges, according to police.
At about 10:30 p.m. on March 25, Wallingford patrol officers conducted a traffic stop on North Colony Road by South Broad Street on a blue 2001 Honda Civic for having the wrong registration plate affixed to it, according to Sgt. James Cifarelli.
Cifarelli said officers were able identify the operator by his Connecticut ID card as Luis Serrano, 23, of Meriden.

After an investigation into his identity, officers learned that that Serrano, who is also known as “El Cachi,” was wanted by Homeland Security Investigations for federal drug charges, according to Cifarelli.
Serrano was arrested on charges of fugitive from justice, weapons in a motor vehicle, misuse of plates, operating an unregistered motor vehicle, operating with no insurance, operating a motor vehicle without a license and operating with a suspended license.

Serrano was held on bonds totaling $501,000 in bonds and was transported to court on March 27, according to Cifarelli.
