Meriden Police Probe Emergency Tourniquet Use by Officers
How the apparatus applied is in question.

MERIDEN, CT - How police officers use tourniquets in emergency situations reportedly is being reviewed by the Meriden department.
Last month, Officer Ray Vazquez used a belt as a tourniquet to help an accident victim whose leg had been severed, but according to the Meriden Record-Journal, the department had not formally trained officers in how to use tourniquets.
The issue then became the source of department drama when officers were cautioned over using tourniquets, and one officer, John Slezak, complained over department email about the incident being micro-managed. His actions are being reviewed.
