Man Arrested Twice in Same Day for Slapping Girlfriend, Later Threatening Her for Calling Police: Middletown PD

MIDDLETOWN, CT — A Middletown man was arrested twice in the same day after he was accused of slapping his girlfriend and later telling her that he “should have kicked her ass for calling police” earlier in the day and then grabbed the phone from her when she attempted to call again, according to police.
Middletown Police responded to a Loveland Street address at about 11:55 a.m. on Nov. 28 on the report of a physical domestic dispute.
The victim told police that her boyfriend, Hector Mulero, slapped her on the side of her head during an argument. She said that Mulero became upset when he thought she went in his wallet and took bus passes to Hartford that he was going to panhandle, according to the police report.

Police noted in the report that the victim displayed slight redness and a scratch mark along her left ear but did not require medical attention.
Mulero, 48, confirmed to police that they were arguing but denied hitting her and said it was only verbal and didn’t give any further details, according to the report.

Mulero was placed under arrest and taken to headquarters for processing. He was charged with third-degree assault and disorderly conduct. He was released on a $5,000 non-surety bond and issued a family violence conditions of release with a no contact order, according to the report.
Police responded to the home again a few hours later and arriving officers determined that Mulero had been arrested earlier in the day and the latest incident violated the conditions of his release.
Mulero told the victim that he “should have kicked her ass for calling police” earlier in the day and when she attempted to call police again, he grabbed the phone and prevented the call, according to police.
The argument continued outside of the residence and neighbors then called police.
As police arrived on the scene, Mulero fled on Oak Street and officers utilized a K-9 for a track, according to the police report.
Mulero was apprehended following a foot pursuit. During the booking process, Mulero claimed he sustained a hip injury while running from police and jumping a fence. A preliminary evaluation by paramedics showed need for further medical treatment and Mulero was transported to Middlesex Hospital, according to the report.
Mulero was charged with interfering with an officer/resisting arrest, second-degree breach of peace, interfering with an emergency call, second-degree threatening and second-degree violating conditions of release.
He remains in custody and was issued a court date of Dec. 15, according to state judicial records.
