Middletown Police Captain To Receive Chief Michael L. Green Award

The captain has been named the Middlesex County Chamber of Commerce's 2022 Chief Michael L. Green Award recipient, officials announced.

MIDDLETOWN, CT — Middletown Police Captain David Godwin has been named the Middlesex County Chamber of Commerce’s 2022 Chief Michael L. Green Award recipient, officials announced this week.

The Middlesex Chamber presents this award each year to a member of the police or fire community for his or her outstanding service to the community and to the Middlesex County Chamber of Commerce.

Godwin will be honored at the 126th Annual Awards Dinner, which will take place on Wednesday, Sept. 21 at the Riverhouse at Goodspeed Station in Haddam.

“We look forward to once again honoring a member of our police and fire communities for their outstanding service and dedication,” Middlesex Chamber President Larry McHugh said in a news release. “Captain David Godwin has contributed to making Middletown a safe place to live and work, and for that we are truly grateful.”

The chamber will also recognize past Chamber Chairwoman Maureen Westbrook as well as the 2022 Distinguished Citizen Award Winners.

Captain David Godwin

David Godwin was born and raised in Middletown. He is a graduate of Middletown High School.

Prior to being hired as a Middletown Police Officer in 1994, David was a volunteer at Middlesex Memorial Hospital, a volunteer firefighter at South Fire District, a Middletown Police Explorer and a Middletown Auxiliary Police Officer.

He served a decade in the Patrol Division before being transferred to the Traffic Division. David was the first Police Officer in Connecticut to hold an Accident Reconstruction Accreditation through ACTAR .

On Sept. 30, 2013, David was promoted to Sergeant and returned to the Patrol Division where he supervised approximately 14 officers on the midnight shift.

Shortly after his promotion, David was transferred back to the Traffic Unit where he was the Supervisor until late 2018. During his time as the Commanding Officer of the Traffic Unit, he coordinated all City sponsored events in addition to his role supervising traffic officers and incidents.

On Dec. 10, 2018, David was promoted to Lieutenant and once again returned to the Patrol Division as the Midnight Shift Supervisor. He supervised approximately 18 Officers including the Sergeants.

In the summer of 2019, David was transferred to the Investigative Services Division as Executive Officer, and ultimately the Commanding Officer. This position required David to manage the Major Investigations Unit, the Special Investigations Unit, the Street Crime Unit and the School Resource Officers.

On April 26, 2021, David was transferred to the Administrative Division where he reported directly to the Deputy and Chief of Police. As an Administrative Lieutenant, his duties included direct oversight of Department Policy, Department Budget and Audits, IT Department, Building Maintenance, and Specialized Units to include Emergency Response Team (ERT), Marine Unit, Dive Unit, K-9 Unit, Motorcycle Unit, Community Services Unit, and the Police Explorers. Additionally, David was the Police Liaison to Emergency Management, Connecticut DOT, and CIT (Crisis Intervention Team through River Valley Services).

In February of 2022, with the support of Chief Costa, David oversaw the creation of the Middletown Police Activity League (PAL) of which he is currently the President.

In July of 2022, David was promoted to Captain. He was entrusted to implement the newly created Community Services Division within the Middletown Police Department. He is currently serving in this role.
