Milford Legislator To Introduce Bill Banning AI-Generated Porn

State Sen. James Maroney said he plans to introduce a bill regulating the use of artificial intelligence.

MILFORD, CT — State Sen. James Maroney (D-Milford) is planning to introduce a bill this legislative session that builds on the artificial intelligence (AI) law passed last year. Maroney's bill concerns the transparency and accountability of AI.

The policy would create training programs and work to criminalize AI-generated porn.

“AI has the ability to radically transform the way we live and work,” Maroney said in a statement. “In order to reap the full benefits of this rapidly evolving technology, we need to ensure that there is trust and we put in guardrails to keep citizens safe. One of the risks we have seen is in disinformation and spreading fake content. In Connecticut, we need to make certain that it is illegal to use AI to generate non-consensual intimate images. We also need to protect the integrity of our elections and prevent the use of deep fakes for campaign.”

One aspect of the legislation would include "transparency and accountability surrounding AI so people are aware they are interacting with AI." The bill would also create training programs for AI's use for workers and businesses.

The legislation would also criminalize "deepfake porn," including the use of AI to create revenge porn. A case at a New Jersey high school last year involved a student or students using AI tools to generate what appeared to be nude images of their classmates.

There is no law currently covering AI-generated nude images. Maroney's proposal would "update revenge porn statutes to include generative AI images & put prohibition on models on child porn or nonconsensual images."
