Milford Opens Applications For Community Development Block Grant Funds

Eligible non-profit organizations and agencies assisting the community may apply for CDBG funds.

MILFORD, CT — With this notice, the City of Milford, Department of Economic and Community Development (ECD) announces the Community Development Block Grant (CDBG) FY2025 Notice of Funding Availability (NOFA) and requests public participation in the planning for the FY 2025-2029 Consolidated Plan, Program Year 51 FY 2025 Annual Action Plan, and 2025 Analysis of Impediments to Fair Housing. All interested persons and organizations are encouraged to attend and present oral and/or written comments concerning the needs of the City. Based on those needs the Five Year Consolidated Plan and Annual Action Plan will be developed for the use of Community Development Block Grant (CDBG) Program funds.

It is anticipated that the U.S. Department of Housing and Urban Development (HUD) will announce its FY2025-2026 CDBG Entitlement Grant Award by May 15th. Until then the City of Milford will proceed with annual public participation process using an estimated grant award amount of $500,000. Final grant awards will be adjusted according to the percentage difference between the estimate and actual award amount.

FUNDING APPLICATIONS

Eligible non-profit organizations and agencies assisting the community may apply for CDBG funds. The grant application deadline is March 7, 2025, by 5:00 p.m. To download a fillable version of the FY2025 CDBG Grant Application, a budget form, as well as the Program Guidelines and the 2025 CDBG Schedule go to the Milford EDC webpage here. Hard copies are available upon request. The FY2025 Grant Requests may be submitted by mail or hand delivered to: Lauren Kelly, Parsons Complex, Department of Economic & Community Development, 70 W. River Street, 2nd floor, Milford, CT 06460. Electronic grant application submissions will not be accepted but can accompany the hard copies.

For the ’25-’26 program year, the City is particularly interested in applications from organizations that will help achieve the goals of providing new homeownership opportunities and the preservation of affordable housing units.

Applicants are expected to plan activities that will reduce disparities and increase racial and socioeconomical equity in their communities. Applicants are to ensure all eligible persons receive equitable access to services, and are served with dignity, respect, and compassion regardless of circumstance, ability, or identity, which includes marginalized populations, including but not limited to, Black, Native and Indigenous, Latinx, Asian, Pacific Islanders and other people of color, immigrants, people with criminal records, people with disabilities, people with mental health and substance abuse vulnerabilities, people with limited English proficiency, people who identify as LGBTQ+, and other individuals that may not traditionally access mainstream support.
