Charges of Breach of Peace, Creating a Public Disturbance, Assault on a Correctional Officer

The Following Arrest Information Was Supplied by Connecticut State Police and Montville Police. It Does Not Indicate Convictions.

June 2, 2011

At 7:15 p.m., Montville Police arrested Douglas R. Phillips, 54, of 9 Crandall Hill Road, Montville, and Eva Ruiz, 49, of 625 Route 163, Montville, and charged them each with breach of peace. Each was assessed a $1,000 nonsurety bond, and scheduled for court on June 9. The arrest came at 625 Route 163.

At 11:01 p.m., after what the report describes as an altercation with a correctional officer, Lawrence Sheppard, 25, an inmate at the Corrigan Correctional Center, was charged with assault on a correctional officer, and disorderly conduct. He was assessed a nonsurety bond of $5,000 and given a June 30 court date.

At 6:25 p.m., Montville Police arrested Jeffrey A. Curtis, 51, of 60 Narragansett Ave., Narragansett, RI, and charged him with failure to wear safety belt in front seat, and driving while under the influence of drugs and/or alcohol. He was given a June 14 court date. No bond was listed. The arrest came on Route 85.

An inmate-on-inmate assault at the Corrigan Correctional Center resulted in two inmates being charged. James Sullivan, 25, and Eric J. Gooden, 23, were charged with assault in the third degree. Gooden was also charged with failure to submit prints. Each was assessed a $50,000 nonsurety bond, and given a court date of June 30.

June 5

At 3 a.m., DEP Enforcement arrested Victor White, 45, of 176 Lake Drive East, Oakdale, and charged him with creating a public disturbance. He was assessed a nonsurety bond of $500, and given a June 6 court date. The arrest came at Mount Misery Campground, when, according to the report, a verbal argument turned to a physical altercation.

At 10:03 a.m., Montville Police responded to an accident at the intersection of Old Colchester and Gay Hill roads. A 2004 GMC Savana driven by Gary Richard Chapman, 67, of 323 Col. Ledyard Highway and a 2001 Toyota Rav4 driven by Klever I. Avendano, 45, of 136 Ashcraft Road, New London, collided. Avendano and passenger Fernando J. Galvez, 53, also of 134 Ashcraft Road, New London, complained of back and neck pain. Chapman reported no injuries. The report says he could not provide proof of insurance, and a DMV check showed the registration on the vehicle had expired. Chapman’s vehicle, rented from Budget Truck Rental, was towed and the registration plates were seized. Chapman was issued a summons for no proof of insurance coverage, operating an unregistered motor vehicle, following too close, failure to notify DMV of a change of address, and failure to carry registration.
