Community Health Center Association of Connecticut Congratulates Joanne Borduas on Appointment to New England Rural Health Association Board of Directors
The Community Health Association of Connecticut (CHC/ACT) proudly congratulates Joanne Borduas, Chief Executive Officer of Community Health & Wellness Center (CHWC), on her appointment to the Board of Directors of the New England Rural Health Association (NERHA).
Borduas was selected to fill one of Connecticut’s open seats following a competitive nomination process that drew more than 30 candidates from across the region. The NERHA Board Nominating Committee recommended the new slate of Directors, which was formally confirmed by a vote of the full Board on February 25.

NERHA is a regional nonprofit organization dedicated to advancing rural health policy, supporting rural healthcare providers, and improving health outcomes for rural communities across New England. As a member of the Board of Directors, Borduas will help guide the organization’s strategic priorities, advocacy efforts, and programming.
“Joanne’s leadership and deep commitment to expanding access to high-quality care in underserved communities make her an outstanding addition to the New England Rural Health Association Board,” said Shawn K. Frick, CEO of the Community Health Center Association of Connecticut. “Her experience leading a community health center and navigating the complex challenges facing rural providers will strengthen regional collaboration and ensure Connecticut’s rural communities have a strong voice at the table.”

Borduas currently serves as CEO of Community Health & Wellness Center (CHWC), where she oversees operations and strategic growth to ensure accessible, patient-centered care for rural and medically underserved populations. Her leadership has focused on expanding services, strengthening workforce capacity, and improving health access and outcomes across the communities CHWC serves. She also serves as the Chairperson of the CHC/ACT Board of Directors.
“I am honored to join the New England Rural Health Association Board of Directors and represent Connecticut in this important work,” said Joanne Borduas. “Rural health centers play a critical role in delivering comprehensive, community-based care. I look forward to collaborating with colleagues across New England to advance policies and partnerships that support rural providers and improve outcomes for the patients and families we serve.”
Borduas’ appointment is effective immediately. The NERHA Board meets monthly and convenes annually for an in-person retreat, bringing together leaders from across the region to address emerging rural health priorities.
The Community Health Center Association of Connecticut celebrates this recognition of Borduas’ leadership and looks forward to the continued impact of her work on behalf of rural communities throughout Connecticut and New England.
