911 Calls Released from Fatal New Haven Dog Attack
The city will boost its response to reported animal attacks from now on, officials said.

New Haven, CT- The 911 calls regarding a fatal dog attack have been released.
The attack left Jocelyn Winfrey, 53, of New Haven dead after she was extensively injured by two dogs while visiting a friend's property.
Winfrey was bitten when she went on the property and dog owner Hamilton Hicks was also bitten and sent to the hospital as he attempted to get the dogs off of her, according to police.

The first 911 call came in at 7:45 p.m. on June 20, according to WTNH. A witness said a dog was attacking people.
Another call was received at 7:52 p.m. by the same witness. She expressed her frustration with a dispatcher that no emergency crews had arrived.

The city plans to increase responses to all animal attacks in the future, said Office of Emergency Management Deputy Director Rick Fontana, according to WTNH.
The dispatcher reacted within her training and followed the proper protocol, Fontana said to the New Haven Independent.
Dispatch had no information about the woman's injuries, which were quite extensive and included bite wounds to critical parts of the body including the face and neck.
Both dogs are scheduled to be euthanized. They were captured by police right after the attack and taken to quarantine.
Police won't file additional charges against Hicks for the attack. He was charged with possession of narcotics after crack cocaine was found, police said.
A GoFundMe has been started to help the family pay for her funeral expenses. More than $2,800 of the $10,000 goal has been raised.
