Man 'Flashes' Handgun, Gets Arrested on Weapons Charges: New London Police
The incident occurred at about 12:40 a.m. Wednesday on Colman Street.

New London resident Ulpiano Lugo, 35, was arrested overnight Wednesday on Colman Street after police said he was seen ”flashing” a handgun around.
No shots shots nor injuries were reported, but police said the incident remains under investigation. Police added that Lugo has been convicted of a felony in the past.
Lugo was spotted by witnesses flashing the handgun near the Nowhere Cafe on Colman, writes The Day. When police arrived, they found him nearby and found a .22 caliber handgun in his possession.

He was charged with criminal possession of a handgun, carrying a pistol without a permit, breach of peace and interfering with police, and was held in lieu of a $75,000 bond.
