New London Board of Education Chooses Not to Appoint Carter as Superintendent
The unanimous 6-0 vote comes after a month long investigation.

The New London Board of Education voted unanimously Thursday night to rescind its appointment of Terrence P. Carter as the city’s next superintendent of schools, The Day of New London reported.
The vote came 77 days after Carter was selected for the position.
The board received a report from its legal counsel that presented findings of an investigation conducted against Carter after several claims were made against him in the media.

The claims, as first reported by the Hartford Courant, alleged that Carter had used “Ph.D.” and “Dr.” with his name for at least five years, despite not having a doctorate from an accredited college. The Day also reported that Carter had plagiarized sections of his job application and he did not disclose to the board that he had filed for bankruptcy in 1999.
The investigation concluded that concerns set forth in the media against Carter were based in fact.

According to the Courant, Carter had told New London officials that he would receive his doctorate from Lesley University in Massachusetts and it had been verified that Carter had successfully defended his dissertation. However, the university did not grant Carter the degree.
Former educator Richard Foye will serve as interim superintendent until a replacement is chosen.
