NORWALK, CT — A man accused of kidnapping and assaulting a person in Norwalk and later hitting police cars while fleeing from the cops was arrested Wednesday, according to police.

In a news release, Police Lt. Joe Dinho said a 23-year-old Ansonia man was at a Norwalk resident's home Monday and threatened to assault them. When the resident ran out of the home, the Ansonia man chased after them, grabbed them and pulled them into his vehicle.

The man then drove the resident onto Interstate 95 and eventually got off at an unknown exit. After driving onto a dead-end street, the Ansonia man began punching the resident, Dinho said.

The resident was able to briefly escape before the Ansonia man grabbed them, struck them and slammed their face on the ground, Dinho said. He then dragged the resident back to the car and drove to his home in Ansonia.

According to Dinho, the resident reported being drugged and awoke on Tuesday, where the man assaulted the resident again. After escaping, the resident was able to return home and the man was arrested by local police.

While the resident was safe at the Norwalk Police Department, officers received information that the Ansonia man was in Norwalk looking for the resident, Dinho said. Officers immediately began searching for the man and quickly found him driving in the area.

When officers tried to stop him, the man led police on a pursuit through South Norwalk and onto Interstate 95 eastbound, Dinho said.

The man exited I-95 in Westport, then drove back onto the westbound portion of the highway. The pursuit ended in Stamford after the man struck multiple police cars and fled from his vehicle, jumping off the I-95 overpass near exit 6, Dinho said.

The man was arrested with help from Stamford police and taken to Stamford Hospital for evaluation, Dinho said. Once he was released, he was brought back to the Norwalk Police Department.

The man was charged with second-degree kidnapping, first-degree unlawful restraint, second-degree threatening, violation of conditions of release, interfering/resisting arrest, use of drug paraphernalia, possession with intent to sell hallucinogenic substances, reckless driving and engaging police in pursuit.

He was held on a $1 million bond and was scheduled to appear in court Thursday, according to Dinho.
