Norwalk Man Arrested In Florida On Sexual Assault Charges: PD

NORWALK, CT — A man accused of having inappropriate contact with a juvenile in Norwalk in 2009 was arrested Thursday in Florida and brought to Connecticut to face charges, according to police.

In a news release, Police Sgt. Sofia Gulino said the Collier County Sheriff's Office in Florida contacted Norwalk police in May 2009 about an extraditable arrest warrant for Jeffrey Jubin, 59, who was believed to be living in Norwalk at the time.

According to Gulino, the charges listed on the Florida arrest warrant were sexual battery on a child less than 12 years old, lewd/lascivious molest, lewd/lascivious exhibit, attempted sexual battery on a child less than 12 years old and providing obscene material to minors, with a total bond of $800,000.

Norwalk police found and arrested Jubin that same day, Gulino said. He was charged as a fugitive from justice and extradited to Miami, Fla., where he was later convicted and sentenced to prison.

Shortly after, the department's Special Victim's Unit received a report that Jubin engaged in inappropriate contact with a Norwalk juvenile prior to his arrest, Gulino said.

Police Detective Laura Blakely, who is now retired, took on the investigation and secured a warrant for Jubin's arrest.

In March 2020, police learned Jubin would be released from prison in 2022 and arranged for him to be extradited back to Connecticut to face the charges on the outstanding warrant, Gulino said.

On Thursday, detectives traveled to Miami and arrested Jubin, then brought him to the Norwalk Police Department to face charges stemming from the 2009 investigation, Gulino said.

Jubin was charged with third-degree sexual assault and risk of injury to a minor. He was held on a $50,000 bond.
