Malloy Considering Giving Towns More Time to Craft Budgets
Local officials are scrambling to account for potential reductions to state aid in Gov. Dannel Malloy's proposed budget.

While it is clear that the governor and the towns he is in charge of don’t agree on the best way to divvy up the dwindling shrinking dollars the state has it seems there is agreement more time is needed to figure it out.
Gov. Dannel P. Malloy told the Connecticut Conference of Municipalities, in a letter Monday, that he understands it is difficult for towns to pass their budgets on a deadline earlier than the state’s budget deadline.

“We have heard and understand the anxiety expressed by local leaders over the timing of municipal aid assumptions and budget adoptions, especially when there is a long session and so many changes have been and will continue to be put on the table for consideration,” Malloy and Democratic legislative leaders told CCM executive director Joe DeLong.
“To that end, we would like to work with CCM and its members on potential changes to existing statutes to give municipalities more time to adopt budgets, as well as expedited adoption of grand lists.”

DeLong was appreciative.
“CCM appreciates the offer from the Governor and Democratic legislative leaders that would allow towns and cities more time to adopt local budgets until uncertainties regarding state aid are resolved.” DeLong said.
Completing municipal budgets while the State considers so many cost shifts and state aid changes is difficult and invites local fiscal instability and confusion.
“Property taxpayers deserve budgets that are transparent and adequately cover expenses for the upcoming year.
“Without complete information, we risk either over-taxation or having to send out a separate, additional rate bill mid-year. Neither of these options reflect good government,” DeLong said.
“While details have to be worked out, it is encouraging that the Governor and legislative leaders also recognize this challenge and are willing to work with CCM and our members to determine if there is a better path forward for Connecticut taxpayers,” said DeLong.
