Driver in Fatal Shelton Crash Had Drugs in System: Report

SHELTON, CT — Samantha Monaco, the 23-year-old Shelton resident charged in connection with the May 2016 crash that killed 69-year-old Rosemarie Dwyer, had cocaine and morphine in her system at the time, according to police.
The arrest warrant affidavit filed by Shelton police contained information about the drugs in Monaco's system, reports the Connecticut Post. Monaco turned herself into police custody last week on charges of second-degree manslaughter with a motor vehicle, operating a motor vehicle while under the influence, using a hand held cell phone while operating a motor vehicle and failure to drive right.
Monaco had come from the Pine Rock Grocery on River Road, which her parents own, just before the crash, and is believed to have been in the process of hanging up a call on her cell phone at the time, police said.
