Jose Martin Rosario, 27, of Elm Street, Simsbury, was charged with second-degree breach of peace and third-degree assault at 11:56 a.m. He was to appear in court July 8.

Michael Anthony Joseph Buyak, 27, of Queen Road, Torrington, was charged with reckless driving at 9 p.m. He will appear in court July 24.

July 9

Srinivas Govindu, 53, of South Main Street, Torrington, was charged with risk of injury to a child at 1:22 p.m. He was to appear in court July 10.

Steven P. Tracy, 30, of Hartford Avenue, Enfield, was charged with illegal operation of a motor vehicle under the influence of alcohol/drugs at 6:30 p.m. He will appear in court July 31.
