Christopher Cargill, 23, of Elm Street, Simsbury, was charged with interfering with an emergency call at 10:30 a.m. He was to appear in court Sept. 25.

Crystal Carter, 53, of Elm Street, Simsbury, was charged with third-degree assault; first-degree reckless enganderment; and threatening at 11:25 a.m. She was to appear in court Sept. 25.
