Man Arrested In South Windsor On State Animal Cruelty Charges

South Windsor police on Wednesday arrested a man on cruelty to animal charges issued by the state Department of Agriculture.

SOUTH WINDSOR, CT — South Windsor police on Wednesday arrested a man on cruelty to animal charges issued by the state Department of Agriculture.

Three counts were included in the warrant, Police Chief Scott Custer said.

The man, 29-year-old Agawam, MA, resident Nawaf Hussein, was located sleeping in his car near a business he maintains at 350 Chapel Road, Custer said.

The case originated with a phone call to state animal control officials from a Massachusetts veterinarian about an injured dog. The injury was to have taken place in South Windsor, Custer said, citing the warrant.

Hussein was held overnight on a $50,000 surety bond and was to appear in Manchester Superior Court Thursday, according to a report.
