Man Failed to Register as Sex Offender: South Windsor Police
Police said the man failed to register his address on two occasions.

South Windsor Police arrested Rishawn Fulse, 26, on a warrant Sept. 2 and charged him with two counts of failure to register as a sex offender.
Police said Fulse’s charges stem from violations of the Connecticut Sex Offender registry in September 2014 and April 2015.
State Police officials reported that Fulse, whose last known address was 2101 Millpond Drive, had failed to register his address on two occasions and was not in compliance with the law. South Windsor Police officers verified that Fulse had moved out of South Windsor without making proper notifications and obtained arrest warrants for him.

He was held on $75,000 surety bond and was scheduled to be presented at Manchester Superior Court on Wednesday, Sept. 2.
