Recreation Complex, Tax Abatements on South Windsor Town Council Agenda

The town council has a full slate in its first meeting in over a month.

Indeed, there are several discussion items of note, including the controversial proposed $10.5 million rink/recreation complex/pool project, 63-20 corporations (which ties into the project), the recent referendum results and ambulance services.

In his report to the council, Town Manager Matthew Galligan said that he has been working with Dan Marsh on the project to bring revenue projections to the Town Council, though those numbers may not be available before Thanksgiving.

Some residents have said that the project would be a much-needed asset that would alleviate space problems at the Charles N. Enes Community Center, provide a source of recreation in town and give the Promenade Shops at Evergreen Walk a shot in the arm in a challenging economy. Members of the biking and high school swimming and diving community have also expressed their support for the project.

more than the projected $600,000 annual lease payment that was submitted to the Town Council. Furthermore, others have said that there is no need to build a new ice hockey rink when one already exists in the town - South Windsor Arena.

The council will also discuss tax abatements for Radius Hospitality, LCB Senior Living, LLC and American Eagle Federal Credit Union.

In his report to the council, Town Manager Matthew Galligan said that the abatements are “imperative” as they create revenue for the town through building permits and the projects create jobs in South Windsor.

“I highly recommend that we move forward with these abatements so these projects can get on the drawing board as soon as possible and get our local economy moving forward,” Galligan said.

In addition, the council is scheduled to discuss a resolution on the much-anticipated Tyler Regional Animal Control Shelter. The resolution, if passed, will authorize Galligan to enter into a facility sharing agreement with the town’s of East Hartford and Manchester

Because of the election on Nov. 5 (the council traditionally cancels the meeting before an election), there has not been a meeting since October.

The council will meet tonight at Town Hall, with a work session scheduled to begin at 7 p.m.
