Sex Offender Charged with Failing to Register Address: South Windsor Police

South Windsor Police arrested the man on a warrant for allegedly failing to notify the Sex Offender Registry about address verification.

SOUTH WINDSOR, CT – A Hartford man was charged with failing to register his address as a sex offender, according to police.

South Windsor Police arrested Rishawn Fulse, 26, of 990 Capitol Avenue, on an arrest warrant at Manchester Superior Court on Friday, March 11.

Fulse was charged with failure to register - sex offender registry violation.

Police said Fulse’s charge stems from a February 2016 complaint from the Connecticut State Police that he had failed to notify the Sex Offender Registry about address verification.

Since Fulse’s last known address was in South Windsor, a SWPD officer obtained an arrest warrant for him.

Fulse was held at court on $50,000.00 surety bond and was arraigned later on Friday morning.
