South Windsor Names New Deputy Police Chief

Lt. Scott Custer will be officially promoted on Sunday, Sept. 13.

South Windsor Police Lt. Scott P. Custer will be promoted to Deputy Chief of Police on Sunday, Sept. 13, Chief Timothy Edwards announced on Thursday.

Custer is a 26-year veteran of the South Windsor Police Department and serves as Commander of the Support Services Division. He was hired in 1989 and has served the department in many roles through the years.

Prior to his last promotion, he served as Sergeant in the department’s Support Services division and has served as Public Information Officer since 2006. He also served as the Recruiting Officer, Evidence Officer and Communications Manager.

“I am really honored to have been selected to serve this community as Deputy Chief,” Custer said in a statement. “We have an outstanding group of men and women who comprise the South Windsor Police Department and I look forward to continuing to work with them in my new leadership role.

“We see the strained relationships that other police agencies have across the country and I am so proud that we have open communication and feedback with the people we serve. It really has been a pleasure to work in South Windsor for 26 years and I look forward to supporting and assisting Chief Edwards for many more years.”

Custer has served as a Criminal Investigator, a D.A.R.E. Officer, Field Training Officer, served as a Narcotics Investigator on a regional task force and has served as a Patrol Supervisor. He holds bachelor’s degree from Charter Oak State College, and an Associate’s Degree from Manchester Community College.

Custer is a graduate of the Connecticut Criminal Justice Command Institute Supervisory Leadership Program and received a Master of Public Administration Degree from the University of New Haven in January 2015.

Custer has been accepted in the University of Louisville-Southern Police Institute “Command Officers Development Course” being held in 2016. The CODC is a 400-hour course for law enforcement managers that provides the foundation for practical law enforcement administration.

“”It gives me great pleasure to promote Scott to the rank of Deputy Chief,” Edwards said. “I was his Field Training Officer in 1989 and he showed leadership ability then. He has always worked toward advancing our agency goals. Scott was an integral part of my transition to Chief of Police and it is my privilege to promote him to Deputy Chief of Police.”

Custer is married with two sons and he’s not working he enjoys fishing and boating in the Mystic area.
