South Windsor Police Arrests Include DUI, Marijuana Charges

Recent arrests by the South Windsor Police Department.

The following information has been provided by the South Windsor Police Department and does not indicate convictions:

Operating a Motor Vehicle Under the Influence of Alcohol:

  • Kyle Ruggerio, 21, of 14 Battye Road in Willington, was arrested May 9 on charges of operating a motor vehicle under the influence of alcohol, operating a motor vehicle while license is suspended and failure to drive in proper land. Ruggerio was pulled over at about 2:30 a.m. on May 9 for a violation and the officer learned his license was suspended. The officer also suspected Ruggerio was under the influence of alcohol. Following a series of roadside sobriety tests, Ruggerio was arrested.
  • On Tuesday, May 5 at about 10:30 p.m. a South Windsor Police officer stopped a vehicle on Sullivan Avenue for a violation. The officer suspected the operator was under the influence of alcohol. Following a series of roadside sobriety tests officers arrested the man, Thomas Lines, 59, of 43 Wedgewood Lane in South Windsor. He was charged with operating a motor vehicle under the influence of alcohol and was later released on a $500 non-surety bond. He was scheduled to appear in court May 18.

  • On Monday, May 11, at about 2 a.m., a South Windsor Police officer stopped a vehicle on Foster Street for a violation. The officer detected the odor of marijuana in the vehicle. During a search of the vehicle officers located about an ounce of marijuana and arrested the operator, Steven Siedman, 18, of 56 Partridge Lane in South Windsor. He was charged with possession of marijuana (less than 4 ounces) and failure to have tail lamps. Siedman was later released on a non-surety bond and was scheduled to appear at Manchester Superior Court on May 21.

Criminal Violation of a Protective Order:

  • On Tuesday, May 5, South Windsor Police received a complaint from a local man that his girlfriend had violated a valid protective order by engaging in an argument with him. The investigating officer located the woman, Kaitlyn Mangan, 20, of 1101 Summer Hill Drive in South Windsor. She was charged with criminal violation of a protective order.
  • On Monday, May 4, shortly after midnight, a South Windsor Police officer stopped a vehicle on Pleasant Valley Road for a violation. The officer learned that the operator was prohibited from having any contact with one of his passengers due to a valid protective order. Officers arrested the man, Nicholas Volonis, 22, of 949 Pleasant Valley Road in South Windsor. He was charged with criminal violation of a protective order and failure to have headlamps lit.
