We were fortunate to have had a relatively mild winter to this point, but as the cold weather arrived we began supplying the donated hand warmers to officers to hand out.

The officers are distributing hand warmers when they encounter persons who have to stand in the cold or inclement weather for extended periods, perhaps waiting at a bus stop, or waiting for a tow truck because their car has broken down.
