Administrative Changes Made At Stark Elementary & Strawberry Hill

Stamford Public Schools announced administrative changes to Julia A. Stark Elementary School and Strawberry Hill School.

STAMFORD, CT — Stamford Public Schools Superintendent Dr. Tamu Lucero has appointed Dr. Lisa Armstrong as the assistant principal at Julia A. Stark Elementary School, and Jeffrey Bianco as an assistant principal at Strawberry Hill School.

Armstrong has served as interim assistant principal at Stark since August 2022, the district said in a news release.

She began her career with SPS as a literary support specialist at Roxbury Elementary in 2001, later moving on to be an elementary literacy coach at Newfield Elementary. She also spent eight years in the SPS central office, first as a curriculum associate for elementary literacy and then as coordinator of talent acquisition and development.

"Lisa has a tremendous commitment to professional learning and has made significant contributions to the quality of the learning environment at Stark," said Associate Superintendent Michael Fernandes in a news release. "We are thrilled to add Lisa as a permanent member of the school team."

Armstrong earned a bachelor's in marketing from Central Connecticut State University, a master’s in education from the University of Bridgeport, and a PhD in educational leadership from Capella University.

Bianco has been the Middle Years Programme Coordinator for the International Baccalaureate program at Strawberry Hill School since 2021.

Born and raised in Stamford, Bianco began his career as a student teacher at Westover Elementary and worked as a long term substitute at Springdale Elementary before joining Stark Elementary as a full-time classroom teacher in 2000. He remained at Stark until 2017 when he became the Title I Teacher at Northeast Elementary.

He earned a bachelor’s degree in English from Southern Connecticut State University, a master’s in elementary education from the University of Bridgeport, and a master’s of education curriculum and instruction; equity, ethics, and justice from Concordia University.

"Jeffrey is a great example of how we are cultivating talent within our own ranks. He joined the district as an elementary educator over 20 years ago, and will now serve as the assistant principal in our newest K-8 building," said Associate Superintendent Lori Rhodes in a news release. "He brings a unique perspective and wealth of experience to his new position."
