Arrest Made In Construction Fall That Killed A Stamford Man: Police
A 51-year-old Stratford man has been arrested in connection with the Westport incident that killed 29-year-old Juan B. Rodriguez.

WESTPORT, CT — A 51-year-old Stratford man has been arrested in connection with the fatal construction fall last December on Norwalk Avenue in Westport that killed Stamford resident Juan B. Rodriguez, according to police.
Nelson Turcios turned himself in at Westport Police Headquarters Thursday and was charged with not being a registered contractor, a designation that is required to do home improvement work under Connecticut regulations.
The fatality occurred at a residence on Dec. 4 at about 1 p.m. when emergency personnel responded to a report that two workers fell off a three-story roof.

Rodriguez was pronounced dead at the scene, and the other worker was treated in Norwalk Hospital and eventually released.
"The Westport Police Patrol Division, Detective Bureau, and [the Occupational Safety and Health Administration] continued to investigate the incident," wrote Westport police in a statement. "Detectives determined Nelson Turcios was the contractor for the roofing job. Through a check of the Connecticut Department of Consumer Protection, Detectives found that Nelson Turcios of Stratford, CT, was not currently registered with the State of Connecticut as a Home Improvement Contractor."

Turcios was released after posting a $10,000 bond and is scheduled to appear in Norwalk Superior Court on Feb. 21.
