The owner of a Route 2 nightclub is proposing a $15 million, 140-unit housing complex for those 55 and older, according to a report.

PAWCATUCK, CT — A nightclub owner is proposing a $15 million, 140-unit housing complex for those over 55, according to The New London Day. Richard Mann, the owner of Phoenix nightclub on Route 2 in Pawcatuck, detailed his proposal for the Economic Development Commission on Tuesday.

The commission expressed support for the idea but didn't write a letter of support to the Planning and Zoning Commission, awaiting more details on the plan.

The proposal is for a combination of studio, one- and two-bedroom units at the 4.5-acre site. The existing nightclub space would be converted into a community center.
