Intoxicated Man Charged With Burning Leaves: Stonington Police

Police said a man who appeared intoxicated was charged twice in the same day with burning leaves without a permit.

STONINGTON, CT — Police said a Pawcatuck man was charged twice in the same day with burning leaves without a permit, the New London Day reported.

According to the Day, police said an officer originally gave 39-year-old Laurence J. Kimpan Jr. a misdemeanor summons Thursday afternoon for burning leaves at his home without authorization from the fire department. Later that day, the officer again noticed smoke coming from the accused's home, police said.

Police said the officer found the second fire was unattended, and the accused was so intoxicated he fell over when again confronted, according to the Day. He was then taken into custody.
