Chair Report: April 4th Review, April 10th/11th Preview
Budget Hearing Held, Council to Finalize Budget, Discussions on Ordinance Revisions, DOT Grant, and Well Water Work to be Considered.

Good Afternoon, and a happy first Friday of April as well as Good Friday for those who observe it. From the council chair, a review of our April 4th Budget Public Hearing, April 10th Budget Meeting and April 11th Regular Council meeting.
On Tuesday, April 4th, the Town Council reconvened the budget hearing after it was initially postponed. After a presentation of the Town Manager’s proposed budget by Brian Foley, residents in person and via zoom provided their input regarding the budget.
On Monday, April 10th, the Town Council will convene to discuss the Town Council’s 2023-2024 budget to go out to referendum on May 2nd. This discussion will be followed by a resolution providing approval of a budget resolution, followed by a resolution authorizing the creation of the ballot to be sent to referendum.

On Tuesday, April 11th, the Town Council will convene for our regular Town Council meeting for three proclamations and three new items of business. The three proclamations being read into the record include recognition of Earth Day, recognition of Fair Housing Month and recognition of a 50-year employee for the Town of Tolland.
Following these readings, the first item of business is a consideration of a resolution revising a portion of the town code and setting a public hearing for those proposed changes. These changes include new rates and fees for the fire department to meet current industry standards. The public hearing would be held on April 25th if approved to go to a public hearing.

The second new item of business is a consideration to apply for a DOT grant that would provide regional transportation opportunities in more rural areas through ACE transportation for a two-year period, with an opportunity for two one-year extensions if awarded. Tolland would be the lead applicant in coordination with several other communities joining Tolland on a task force to oversee the program.
The third item of business is a consideration of a resolution allowing further work to be done regarding well water contamination investigations with our current environmental engineering firm and law firm.
