Chair Report: August 23rd and 25th Meeting Review

Bond Resolution Passed, CIRMA Funds Allocated, Firehouse Subcommittee Created, LGBTQ+ Statement Approved & More Discussed by Town Council.

Good Morning, and Happy final Friday of August Tolland! From the Council Chair, providing a review of our regular meeting to be held on August 23rd and special joint meeting with the Planning & Zoning Commission (PZC) on the 25th.

First, the Town Council then unanimously approved a resolution to authorize $9 million dollars in bonds to refund certain bonds. Due to changes in federal law some of those refunds are not being acted upon at this time, but the authorization does not expire and provides the town flexibility to refund if market conditions become more favorable.

Following the public hearing, the Town Council moved up and unanimously approved appointment of a BoE member to the Mental Health and Substance Use Advisory Task Force. We then unanimously approved a supplemental appropriation of the town’s CIRMA distribution to various municipal capital improvement accounts that include the Cathole Road tennis courts, which are set to be completed in September, and the Board of Education’s share will go towards accounts to be determined for safety and security updates to the Board of Education Office.

The Town Council then unanimously approved a resolution to establish a Firehouse Sub-committee to oversee the Firehouse Improvement Plan project. This subcommittee will consist of Town Staff, council Chairperson Steve Jones and councilor Lou Luba as Vice Chair Reagan’s designee.

The final action for the Tolland Town Council was unanimously approving a statement in support of the LGBTQ+ community and against bigotry or intolerance, which has been published on the Town Council page alongside the statement against racism. Following our regular meeting, the town council met on Thursday, August 25th with the PZC to discuss the creation of an Affordable Housing Trust Fund. Updates were provided by the Planning & Development Director David Corcoran as well as Chairman Andy Powell of the PZC. Questions were asked by council members regarding these updates and the process going forward. Both bodies intend to move forward with updates and the eventual establishment of the Trust Fund this Fall.
