Chair Report: Feb. 23rd Joint Meeting Review & February 28th Preview
Joint Meeting Held w/ Board of Education, Gold Award Proclamation, Claims Settlement for Opioid Lawsuit & ARPA Expenditures to be Discussed.

Good Afternoon, and an especially windy final Friday of February! Please be careful and cautious traveling around town, as dozens of trees have come down across multiple roads, impacting power lines as well as public safety. Thank you to the the Town Manager's office coordinating with the Department of Public Works, Public Safety and Utility Crews for all their efforts today reopening roads, restoring power and removing debris.
Below is a review of our special joint meeting with the Board of Education and Town Manager and a preview of our regular meeting next week.
On Thursday, February 23rd, the Town Manager convened a charter-required joint meeting between the Town Council and Board of Education to discuss the Board of Education’s proposed budget. After a review of the budget by Superintendent Dr. Walter Willett and discussion on potential cost sharing opportunities required per state statute, members of the public provided their input and questions to elected officials as well as town staff. This participation was followed by questions and comments by council-members.

On Tuesday, February 28th, the Town Council will meet for our second regular meeting of the month. First, the Town Council will read into the record a proclamation congratulating Emma Tremblay on receiving their Gold Award from the Girl Scouts, the highest honor in their organization.
Following this recognition are two regular business items. The first regular business item is a resolution being considered to authorize the finance director to sign documentation that will allow for settlement funds from claims against various pharmaceutical distributors and manufacturers to be deposited into the Capital Non-Recurring Expenditure Fund (CNRE). These settlements include payments that will be disbursed over the next six to 15 years.

The second item of business is a resolution approving several ARPA Subcommittee recommendations. These recommendations include Tolland Intermediate School updates to a seclusion room and the Nurses area, a public works heavy duty truck, a forestry management plan for the Conservation Commission, Field Improvements for the Tolland Little League and an Ice Skating Rink Replacement. If all projects are approved, the town will still have $2,368,964.62 remaining for use on these projects.
