Chair Report: January 24th Special & Regular Meeting Review

Good Morning, and a Happy Friday neighbors! From the Council Chair, providing a review of our special and regular meetings held on January 24th.

First, the Town Council convened for an Executive Session for the purposes of Discussing the Potential Sale of the Tolland Water System.

Following the Executive Session, the Town Council will reconvene for our regular meeting. Prior to new business, a proclamation recognizing Black History Month was read into the record.

The first new business item was a review of the 2021-2022 Annual Comprehensive Financial Report (ACFR) audit by Clifton Larsen Allen, LLP. The town received a clean opinion from the firm from all financial statements, with recommendations to improve existing practices that do not impact these statements.

The second item of business was an unanimously approved resolution authorizing Town Manager Brian Foley to apply for a FEMA grant from the Assistance to Firefighters program. This program would allow the Tolland Fire Department to procure Bail Out Kits for Air Packs and other possible expenditures to better equip and train emergency personnel. A 5% municipal match would be required to accept any awarded funds from this grant, with an estimated maximum match of $8,100.

The third item of business also unanimously approved was a resolution authorizing Town Manager Brian Foley to apply for and accept on behalf of Tolland a grant from the Neglected Cemetery Account in the amount of $5,000. The grant would be used for restoration and repair of various headstones in the North and East cemeteries.

The fourth and final item of business was a consideration to reappoint a member to the Tolland Water Commission and a new appointment to the Veteran’s Recognition Commission. These were approved unanimously
