Chair Report: September 13th Special and Regular Meeting Preview
Public Hearing on Voting Districts, Review of Park/Field Accessibility Studies, Surplus/Obsolete Equipment and More to be Discussed

Good Morning, and Happy Celebrate Tolland Eve neighbors! From the Council Chair, providing a preview of our special and regular meetings to be held on Tuesday, September 13th.
First, the Town Council will be meeting in Executive Session to discuss ongoing Union Negotiations. This special meeting will be followed by a regular meeting that includes several new business items.
The first item of new business is a consideration to amend Ordinance #54 and setting a public hearing regarding these changes for the 27th of September. Ordinance #54 impacts the designation of voting districts, which must be updated due to changes in the census that resulted in the state redrawing Tolland's districts. 203 residents will be moving from District 3 to District 1 and one resident will change from District 2 to District 1. The Tolland Registrar's have indicated the only change for the 203 residents moving from District 3 to 1 is the state representative race and they will still be voting in the same location.

The second item of discussion before the Town Council is a review of the town’s Recreation Parks and Accessibility Study, which was conducted by our town’s engineering firm and an evaluation report simultaneously conducted by Girl Scout Troop 65137 as a part of their Silver Award Project. A total of fifteen specific sites were identified for accessibility improvements, as well as the Intermediate School and Lion’s Park. Included in the report are concept design summaries, conceptual design drawings and cost estimates for each site.
Following this discussion, the Town Council will be considering a resolution to appropriate a $1,203 increase to the Dial-A-Ride budget due to additional state revenue being awarded.

The Town Council’s fourth item of business is to consider a resolution declaring multiple public works vehicles as surplus property. These vehicles have been identified as being no longer road worthy, with an age of 19-21 years and in excess of 135,000 miles. If approved, the vehicles will be sold for scrap or parts.
The fifth item of business before the Town Council is a consideration of a resolution to declare various Board of Education (BoE) equipment in disrepair or obsolete. The items in question are 12 AEDs (automated external defibrillators) that have already been replaced and the BoE can no longer get replacement parts for. The company that produces these will repossess the AEDs at no charge to the district if the resolution is approved.
The final area of town business is appointments to various Boards and Commissions. The Town Council has one resident being moved from an Alternate to full Member position with the Historic District Commission and a reappointment to the Water Pollution Control Authority.
