Chair Report: September 13th Special & Regular Meeting Review
Public Hearing Set on Voting Districts, ADA Study Reviewed, Increase in Dial-a-Ride and More Discussed by Town Council.

Good Morning, and happy Friday neighbors! From the Council Chair, providing a review of our special and regular meetings to be held on Tuesday, September 13th.
First, the Town Council first met in Executive Session to discuss ongoing Union Negotiations.
The Town Council then unanimously approved to amend Ordinance #54 and set a public hearing regarding these changes for the 27th of September. Republican Registrar of Voters Len Bach presented the changes in voting districts and the purpose of the changes in ordinance #54. The voting districts are required to be updated due to changes in the census that resulted in the state redrawing district maps for Tolland. 203 addresses will be moving from District 3 to District 1 and one address will change from District 2 to District 1.

The one address from District 2 to District 1 is Parker Place, which will allow seniors to vote next door at the Recreation Center rather than traveling to the Senior Center.
The Town Council then reviewed a Recreation Parks and Accessibility Study, which was conducted by our town’s engineering firm and partnered with Girl Scout Troop 56137 as a part of their Silver Award Project. A total of fifteen specific sites were identified for accessibility improvements, as well as the Intermediate School and Lion’s Park.

Public Works and Recreation will continue to work to identify recommended improvements and priorities provided by the report as well as the Girl Scouts. They will also work to identify projects that can be done immediately, and then work to incorporate larger projects into the town’s long-term capital improvements plan. There were also discussions of using ARPA funds to assist in funding these efforts and residents offering to volunteer work hours towards preparing paths for ADA walkways.
Following this discussion, the Town Council unanimously approved a resolution to appropriate a $1,203 increase to the Dial-A-Ride budget due to additional state funds being awarded to Tolland.
The Town Council’s fourth item of business was a unanimous approval to declare multiple public works vehicles as surplus property. These vehicles have been identified as being no longer road worthy, with an age of 19-21 years and in excess of 135,000 miles. Vehicles will be sold for scrap or parts, with all profits going into funds dedicated for capital improvements.
The fifth item of business before the Town Council was a unanimous approval to declare 12 Board of Education (BoE) AEDs (automated external defibrillators) that have already been replaced and the BoE can no longer get replacement parts for. The company that produced these will repossess them at no charge to the district if the resolution is approved.
The final business before the Town Council was approving one resident being moved from an Alternate to full member position on the Historic District Commission and a reappointment to the Water Pollution Control Authority.
