Tolland Budget Process Still On Hold

Some voters turned out for a postponed referendum Tuesday, but state ambiguity was to blame, officials said.

TOLLAND, CT — A few residents came out for a postponed budget referendum on Tuesday and town officials took the opportunity to point to the budget a dilemma in Hartford as the reason for the delay.

Town Council members on April 11, 2017 rescinded previous actions taken on the 2017-2018 budget and suspended any further budget proceedings, "until such time that more definitive information regarding revenues and expenses are available from the state."

Town officials said the justifications are:

  • Case law supports allowing the Town Council to extend budget timelines provided that the budget process in its entirety will eventually be implemented.
  • That translated into no annual budget presentations on April 20 and April 24 and the budget referendum would therefore not commence Tuesday.

It all may also mean that for the tax bills issued on July 1st, the current mill rate will be used and once the town adopts a budget, supplemental tax bills will be issued to be paid as part of the second installment due in January.

"This is dependent on whether we have a town budget in place by June 15," officials said.
