Tolland Manager Candidate Submits "First-Year" Gameplan
As part of the interview process, the preferred Tolland town manager candidate has submitted a "first-year gameplan."

TOLLAND, CT — The top candidate to become Tolland's next town manager has submitted a "first-year" gameplan for the town as part of the interview process.
Michael Rosen was recently named as the preferred successor to current Town Manager Steven Werbner, who announced his retirement come time ago but has stayed on until a new town manager could be hired.

- "Meeting with" and "listening to" all of Tolland’s "stakeholders," including individual meetings ewith town council members.
- Understand the status quo as much as possible before pursuing or engaging in any substantial changes.
- Meet with elected officials at the local, state and national levels as well as those in neighboring towns.
- "Jump in" on the crumbling foundations issue.
- Think "regionally."
- Work with elected officials before and after the November elections.
- Work with Tolland’s business community, "specifically ahead of the holiday season."
- When the new plan of development is "streamlined," study the best uses for the "8 percent
of existing land mass suitable for additional economic development."

Rosen currently serves as the assistant town manager for the town of Bedford in Massachusetts following his appointment in 2015.

He previously served as executive assistant to the first selectman of Greenwich from 2012
to 2015.
Prior to Greenwich, he served as an intern with the county manager’s office in Schenectady County, NY, from July to November, 2011.
