Tolland Manager's Report Details Park Upgrades, Staff Changes, Community Events
The town manager's report is submitted before each regular Tolland Town Council meeting.

TOLLAND, CT — Tolland Town Manager Brian Foley has his March 10, 2026, report to the town council detailing various town initiatives and departmental updates. The report includes information on infrastructure projects, staffing changes, and community programs.
Crandall Park is slated for significant improvements, with contracts executed for basketball court reconstruction and design work underway for facility upgrades. These facility improvements will include upgraded restroom facilities, changing stalls, a first aid office, and office space for camp staff and lifeguards. The project also evaluates relocating the existing well and assessing the replacement of the septic system. Work is expected to begin in Fall 2026.
In human resources, Anna Turner was recognized for five years of volunteer service caring for Crandall Park planters. Christopher Jordan, Assistant Finance Director, resigned after nine years with the town. Kristen Grondin has been hired as Administrative Secretary II in the Resident Trooper’s Office.

The Finance Department announced the Tolland High School Track Improvement Project, budgeted at $350,000, has been reallocated from Fiscal Year 2029 to Fiscal Year 2027. This move aligns the track improvements with the planned replacement of the THS Turf Field, also scheduled for FY2027. Completing both projects concurrently is expected to improve efficiency and reduce disruption.
The Human Services Department continues to offer programs such as the Connecticut Energy Assistance Program (CEAP) and maintains the Tolland Food Pantry. Mobile Food Pantry distributions are scheduled for March 19 and April 2, 16, and 30 at the United Congregational Church parking lot. The Tolland Youth Services Bureau announced "The Wizard of Oz" as the 2026 Community Theater show and is hosting a fundraiser on April 23 at Camille's Pizza.

The Public Works Department completed its paving program for the season and is working with a new engineering firm to assess roads for the next five years. The department also reported that its highway division has handled nearly 70 inches of snow this winter, exhausting its overtime budget. The Town Clerk's office processed 148 land records in February 2026, an increase from the previous year.
