State budget projections are factored in.

TOLLAND, CT — The Town Council has scheduled a special meeting at 7 p.m. on Tuesday, Sept. in the Town Council Chambers to set a budget to be sent to referendum.
Voting would take place in October 30, town officials said.
Based on discussions held at a joint budget workshop with the Town Council and Board of Education, Town Manager Steve Werbner has prepared the attached budget resolution for consideration.

The budget resolution utilizes state revenue and expenditure figures published in the governor's latest compromise budget issued on Sept. 8, Werbner said.
In FY 17/18, the governor's proposed budget reduces Tolland's main education grant by $1,974,801 and adds an additional expenditure of $435,915 which is a portion of the normal cost of teacher pensions, he said.

To offset the impact of the state budget the bottom line has been reduced by $343,291 and the Board of Education budget by $993,340.
The resulting tax rate increase recommended by Werbner is 0.86 mills or a 2.51 percent increase. At the meeting, the Town Council will discuss this recommendation, accept public comment and take action on a budget, he said.
