Tolland Town Manager Issues Budget Statement

Tolland's town manager sent out a budget statement Wednesday.

TOLLAND, CT — Town Manager Steve Werbner on Wednesday sent the following message to Tolland residents:

To the Residents:
As we prepared the FY 2018/2019 town budget we used conservative revenue estimates from the State of Connecticut. There were large fluctuations between revenue proposals of the Governor and the State Legislature. Not having an adopted State budget in time for us to use in our budget planning led us to use a middle ground of those proposals which was deemed to be the most prudent course of action. This resulted in an estimated mill rate based on the budget passed in the referendum of 35.34 mills.
Subsequent to our budget referendum the State adopted a budget and reinstated certain revenue to the Town some of which still remains tenuous in terms of actually materializing. We are however assured that we will be receiving additional revenue in the amount of $433,833.
The Town Council at their meeting of May 22, 2018 approved using that revenue to reduce the mill rate from 35.34 mills to 35 mills. For the three average tax payers that we use for comparison persons with low, average and high assessments this change in the mill rate means that there will be less of a tax increase in the amount of $40-$64-$123 respectively. Should additional revenue come to the Town after the start of the fiscal year it will go to fund balance unless pursuant to a public hearing the Town Council appropriates the funds for other purposes.
