Tolland's 2023-24 Budget Proposal — At A Glance

TOLLAND, CT — Tolland Town manager Brian Foley last week presented the Town Council with a $61.7 million budget for the 2023-24 fiscal year.

Here is the spending plan at a glance:

• Botton Line: $61,741,357
• Board of Education: $42,989,855
• Board of Education Increase: The BOE requested budget was reduced $1,233,836, by the town manager to $42,989,855. That represents an increase of $1,252,132, or 3 percent
• Municipal Government: $13,682,051
• Debt Service: $4,750,000
• General Fund share of the Capital Improvement plan: $319,451
• Incorporated into the revenue total is the use of $200,000 from the unassigned fund balance and $68,000 from Committed Fund Balance for Debt
• Grand List Growth: 1.83 percent
• State Aid: Most State Revenues remain consistent with the exception of a $175,378 reduction in the Education Cost Sharing grant and an increase in Motor Vehicle Tax Stabilization funding of $106,226
• Proposed Tax Rate: 37.43 mills, which reflects an increase of 2.32 percent, or .85 mills

• March 16, 2023 (Thursday): Town manager discusses Budget with the Council – Council Chambers, 7 p.m.
• March 20 (Monday): Town manager discusses Budget with the Council – Council Chambers, 7 p.m.
• March 23 (Thursday): PUBLIC HEARING on the town manager's recommended budget: Board of Education, Town Government, Capital Improvement Plan – Council Chambers, 7 p.m.
• March 29 (Wednesday): Council Discussion – Budget Finalized – Council Chambers, 7 p.m.
• April 4, (Tuesday): Advertise Budget
• April 19 (Wednesday): ANNUAL BUDGET PRESENTATION MEETING – Council Chambers, 7 p.m. The BOE is provided an opportunity to present a revised adopted budget based on funding approved by Town Council and other line item updates
• May 2 (Tuesday): Annual Budget Referendum
• By May 9 (Tuesday): Council Establishes a tax rate upon referendum adoption
