Trumbull Officials Fight Over Emergency Management Powers

Officials disagree over who should get to manage the town when the first selectman is absent.

Town officials are in disagreement after First Selectman Tim Herbst designated Town Council Chairman Carl Massaro to act in his absence during the winter storm.

Town Treasurer Anthony Musto, a recently-elected Democrat, wondered why he had been skipped over when the town charter typically serves as the top elected official in the first selectman’s absence, according to the Trumbull Times.

Herbst was away in Washington, D.C. and signed a letter designating Massaro to act in his absence on Jan. 14. Town Attorney Vincent Marino said that Musto hasn’t undergone emergency management training yet and that the town charter states that if the treasurer can’t perform the duties then it is passed on to the town council chairman.

Democratic Town Committee Chairman Tom Kelly said it would be great is Herbst could work collaboratively with Musto. Herbst said he was never contacted by Musto and that sending letters to the media and making posts on social media is a political stunt.
