Sims, who had a large amount of cash on him plus several phones, seemed to have swallowed crack cocaine after being pulled over and then did not grant consent for a search, so a state police narcotics dog unit was called to the scene, according to a report.

The dog located heroin hidden behind a panel underneath the car's dashboard, a report indicates.
