A member of the Groton Shellfish Commission complained, however, that the burden of testing has fallen on local volunteer shellfish commissions over the years.    Representatives from commissions in <a href="http://www.theday.com/article/20160824/NWS01/160829637" rel="nofollow" target="_blank">Groton, Waterford, East Lyme and Noank were present</a> at the forum, according to The Day.
