2 Hartford Men Charged In 2024 WeHa Liquor Store Robbery: Police

The robbery took place more than a year ago at City Line Liquors on Prospect Avenue in West Hartford.

WEST HARTFORD, CT — Local police have charged two Hartford men in connection with the armed robbery of a West Hartford liquor store more than a year ago.

According to the West Hartford Police Department, the suspects charged are:

• Stevelan Snowden, 42, of Hartford, was charged with one count each of first-degree reckless endangerment; first-degree robbery; conspiracy to commit first-degree robbery; and second-degree assault with a firearm

Snowden was issued a $75,000 bond and is scheduled to appear in Hartford Superior Court Feb. 3.

• Devon Kempson-Cook, 37, of Hartford, was charged with one count each of first-degree robbery; conspiracy to commit first-degree robbery; second-degree assault; and third-degree assault.

Kempson-Cook was issued a $90,000 bond and is scheduled to appear in Hartford Superior Court on Friday, Jan. 9.

Police said the robbery took place at 7:21 p.m. on Jan. 27, 2024, when West Hartford Police Department personnel were called to 595 Prospect Ave. at City Line Liquors for a report of an armed robbery.

"It was reported two males entered the store and displayed a handgun, and assaulted store employees during the course of the robbery," wrote the WHPD in a release Tuesday. "The suspects left the store with an undisclosed amount of money."

The case was assigned to the WHPD Detective Division, who with the assistance of the WHPD Community Support Unit, continued to investigate.

That probe ended with WHPD personnel eventually able to apply for arrest warrants against the two suspects, police said.
