WHPD Nabs Suspect Wanted By Two Other Police Departments

A total of 14 separate charges have been filed against a 20-year-old East Hartford man, including multiple felony assault charges.

WEST HARTFORD, CT — A 20-year-old East Hartford man wanted on numerous charges, including multiple felonies, was taken into custody by West Hartford police this week after engaging police in pursuit Thursday.

According to the WHPD Friday, Toraine Mullings, 20, of 38 Goodwin St., East Hartford, faces a total of 14 separate felonies and misdemeanors from three separate departments — Hartford, East Hartford and West Hartford.

Charges against Mullings are as follows:

• From the WHPD: Engaging in pursuit and interfering with a police officer.
He was released on $20,000 bond and is expected in Hartford Superior Court Oct. 20.

• From the East Hartford Police Department: engaging in pursuit; illegal operation of a motor vehicle with a suspended license and illegal operation of a motor vehicle without insurance.
There is no court set bond, the WHPD reported.

• From the Hartfod Police Department: reckless endangerment; second-degree assault; third-degree assault; second-degree threatening; risk of injury to a minor; unlawful restraint; criminal vilation of a protective order; first-degree criminal trespassing; and disorderly conduct.

He was being held on a court-set bond of $75,000, WHPD police said.

In a detailed release issued Friday evening, the WHPD said a suspect identified as Mullings, who owned a black Honda Accord, had two outstanding arrest warrants from East Hartford and Hartford police.

Just before 8 p.m. Thursday, police said a WHPD officer attempted to stop the vehicle, but the driver managed to escape and refused to stop.

This prompted the WHPD to issue a vehicle and operator description to all West Hartford officers.

Shortly thereafter, officers assigned to the Blue Back Square/downtown area located the vehicle parked on Farmington Avenue, according to police.

The initial police officer who attempted the stop arrived in the area and observed the male operator walking out of the Chipotle Restaurant at 982 Farmington Ave., police said.

According to the WHPD, the male saw the initial officer and retreated back into the restaurant.

The officer stopped the male on foot and he identified himself as the driver of the car, police said.

The officer advised the driver, identified as Mullings, that there were two outstanding arrest warrants for him, the WHPD said.

Subsequently, the accused would not allow himself to be taken into custody or handcuffed and additional officers responded to assist in making the arrest, according to police.

Police said Mullings was eventually handcuffed.

Mullings was arrested and transported to the WHPD, where he was charged for the West Hartford incident and released to the East Hartford PD for its outstanding arrest warrant.

Then subsequently, East Hartford turned Mullings over to Hartford PD for its outstanding arrest warrant.
