Registered Sex Offender Fails to Turn in Paperwork: West Hartford Police
The man was charged with failing to return his address verification on three occasions.

A West Hartford resident listed on the state’s Sex Offender Registry was arrested for failing to return his address verification, according to police.
Andrew J. Howells, 48, of 107 Vanderbilt Avenue, was arrested July 10 on three counts of sex offender address verification.
Police said Howells is accused of failing to return his address verification paperwork within 10 days, as required by law, on three occasions. Howells turned himself in at the police station and was released on a $2,500 non-surety bond.

Howells is due in court on July 23.
