The WHPD said the charges were in connection with an officer-involved shooting Tuesday evening in which a person was shot and killed by an officer.
Neither the victim nor the WHPD officer injured in the incident have been identified by police.
That aspect of the investigation is being taken up by the Connecticut Officer of the Inspector General, with the WHPD deferring all comments on the shooting to that agency.
Regarding Solsbury's charges, West Hartford police said officers were investigating a reported stolen motor vehicle traveling east on New Britain Avenue at about 4:53 p.m. Tuesday.
Police said a tire deflation device was deployed near the intersection of New Britain Avenue and New Park Avenue.
According to the WHPD, the suspect vehicle crashed into another vehicle on New Britain Avenue at South Street.
That's when two individuals fled on foot, running east, police said.
Officers captured one individual, later identified as Solsbury, according to police.
"This arrest is directly related to the officer-involved incident which is currently being investigated by the Office of the Inspector General," wrote the WHPD Wednesday night.
Anyone with information or inquiries on the incident can contact the Office of the Inspector General at 203-806-1595.
