Zone Change OK'd For West Hartford Affordable Housing Project
The West Hartford Town Council approved the zone change as a precursor to permit applications for a 54-unit development.
WEST HARTFORD, CT — The West Hartford Town Council unanimously approved a zoning change Tuesday that helps clear the way for a new affordable housing development on Newington Road.
Council members voted 9–0 Jan. 27 to rezone approximately 2.49 acres at 230 Newington Road to allow construction of a 54-unit, for-sale affordable housing community proposed by Honeycomb Real Estate Partners, LLC.
The approval changes the property’s zoning from a mix of one-family residential/industrial to multi-family residential.

Since the parcel lies in West Hartford's Special Development District, it required town council approval.
The redevelopment plan calls for six two-story residential buildings, along with parking areas, storm drainage infrastructure, and landscaping.

The project qualifies as “assisted housing” under Connecticut General Statutes that govern affordable housing developments.
Councilor Debra Polun made the motion to approve the application, subject to conditions. The motion was seconded by Councilor Tiffani McGinnis and passed without opposition.
The approval allows the developer to move forward with the project, subject to the stated conditions, with the town's zoning board eventually taking up an application to build the project.
Also, that night, the PZC formally referred the rezone application to the council, which approved it last week.
Acting as the zoning board, the PZC will eventually have to decide permits for the actual construction of the apartments.
