Winter Storm Heads For West Haven: ‘Snow Emergency’ Declared, Parking Ban Announced, Here’s What To Know
A major winter storm is forecast to bring a foot or more of snow to town on Sunday and Monday.
WEST HAVEN, CT — West Haven is bracing for a major winter storm that's expected to bring heavy snow to the region beginning on Sunday and stretching into Monday.
Southern Connecticut is expected to get between 8 and 14 inches, with locally higher amounts possible. Sleet may mix in with the snow in southern areas of the state, reducing the total accumulation, the National Weather Service said. Coastal Connecticut is expected to get the lower end of the range.
The National Weather Service has issued a winter storm watch for southern Connecticut from late Saturday night through Monday afternoon.

To help Department of Public Works crews expedite snow plowing operations, Mayor Dorinda Borer has declared a “snow emergency” parking ban from 8 a.m. Sunday until further notice on both sides of the following roads:

- Meloy Road
- West Spring Street
- Kelsey Avenue

- Shingle Hill Road from Morgan Lane to Allings Crossing Road
- Main Street from Allings Crossing Road to First Avenue
- Fairfax Street
- Rangely Street
- David Street
- Fenwick Street
- Plainfield Avenue
- Admiral Street
- Gilbert Street
- Ruden Street
- Spruce Street
- Hemlock Street
- Farwell Street
- Colonial Boulevard to Lake Street
- South Street
A parking ban is also in effect on the even-numbered side of most other roads, unless one is posted with a “No Parking” sign on the odd side. The even-numbered ban is also in effect from 8 a.m. Sunday until further notice.
Vehicles violating the mandatory parking bans will be ticketed and towed at the owner’s expense. Violators are subject to a $100 fine, per the “Severe Weather” parking ordinance under Chapter 188 of the West Haven Code.

Emergency Management Director Rick Fontana said residents are urged to move all vehicles off city streets as soon as possible. Vehicles can be parked in driveways, on lawns or in municipal lots, including beach and school lots, Fontana said.
The following public lots are available for off-street parking:
- School parking lots
- Campbell Avenue and Captain Thomas Boulevard, next to Biagetti’s Restaurant, 77 Campbell Ave., and Scoreboards Cafe, 100 Campbell Ave.
- Campbell Avenue, across from Duffy’s Tavern, 241 Campbell Ave.
- Curtiss Place, behind 473 Campbell Ave.
- Campbell Avenue, behind 519 Campbell Ave.
- City Hall, 355 Main St.
- Johnson Community Center, 201 Noble St.
- First Avenue commuter lot
- Former St. Paul Church, 898 First Ave.
- Quigley Stadium, 362 Front Ave.
- Sawmill Road commuter lot, across from Econo Lodge, 370 Highland St.
Vehicles parked in school lots and all other municipal lots must be removed by a deadline to be determined so crews can plow the lots. Any vehicles left there will be ticketed and towed at the owner’s expense.
Residents are urged to be patient during the snow removal process.
The city’s anti-icing sprayer is already pretreating roads and plow crews are on standby.
West Haven public schools and City Hall offices are closed on Monday, and Monday night’s City Council meeting is canceled.
The West Haven Senior Center’s programming is canceled on Monday and Tuesday. The center’s shuttle service is also suspended on Monday and Tuesday.
Trash and recycling pickups are suspended on Monday and will operate one day behind schedule for the rest of the week.
Gov. Ned Lamont has activated the state’s Severe Cold Weather Protocol until noon Wednesday. The city’s overnight warming center at 689 Campbell Ave. is open daily.
Anyone who must travel should keep an extra flashlight, food and water in their vehicle in case of an emergency.
Anyone who loses power during the storm is urged to shelter in place.
Do not touch or approach downed wires or trees. Notify the Highway Department of downed trees or wires by calling 203-937-3644.
Food establishments are urged to have a food storage plan in place if they lose power.
To prevent accidental carbon monoxide poisoning, make sure generators are operated outside, not in garages. Also, make sure household heating ventilation pipes and vehicle exhaust pipes are kept clear.
Kerosene heaters are prohibited, per city ordinance.
Residents and businesses are reminded to shovel their sidewalks within 24 hours after the storm or face a $25 fine “for each day that the violation persists.”
According to the “Removal of Snow and Ice” ordinance under Chapter 195 of the West Haven Code, people are given 24 hours to remove snow from sidewalks on and bordering their properties. Violators are subject to the $25-per-day fine, per the ordinance.
Plowing or blowing snow into city streets is prohibited, and violators are subject to a $60 fine for each offense, according to the ordinance.
Snow removal around mailboxes is the property owner’s responsibility.
Residents are also urged to help firefighters keep hydrants clear of snow.
