Wethersfield Fatal Teen Heroin Case: Man Ordered to Serve Time

A judge ordered prison time on Monday.

WETHERSFIELD, CT — A Wethersfeld man has been ordered to prison for distributing heroin involved an overdose death of a Wethersfield teenager last summer, a leading prosecutor said.

Deirdre M. Daly, United States attorney for the District of Connecticut, announced Monday that Carlos Carrillo, 20, of Wethersfield, was sentenced by Senior U.S. District Judge Alfred V. Covello in Hartford to six months of imprisonment, followed by three years of supervised release.

Judge Covello ordered Carrillo to pay restitution of $10,524.02 to the victim’s family to cover the victim’s funeral expenses, Daly said.

The sentence stems from an ongoing statewide initiative targeting narcotics dealers who distribute heroin, fentanyl or opioids that cause death or serious injury to users, Daly said.

According to court documents and statements made in court, on July 16, 2016, Wethersfield Police and emergency medical personnel responded to a residence in Wethersfield and found an unresponsive 19-year-old female on a bed in a bedroom of the home.

The victim was pronounced deceased at the scene, according to court documents.

Investigators located a torn wax paper packet under the female’s body and another packet on the nightstand, Daly said.

Subsequent laboratory testing of the contents of the packets confirmed the presence of heroin, Daly said.

The investigation revealed that earlier on July 16, 2016, the victim and a juvenile friend met with Carrillo in the parking lot of a Wethersfield motel and purchased two bags of heroin from Carrillo for $10, Daly said.

Carrillo was arrested on a federal criminal complaint on Aug. 2, 2016. On Jan. 26, 2017, he pleaded guilty to one count of distribution of heroin, Daly said.
